The problem lies in the x64. If you notice, you have both a program files and an 86 program files folder. The program is saving the settings, but the way x64 works, it protects the system from files that are not saved by an authorized program. The best place for the settings files to be saved on an x64 system is %app data%/foldername.
Environment.GetFolderPath(Environment.SpecialFolder.LocalApplicationData)

When setting up accounts or making other changes to Spiffy in Windows 7 (64-bit version), run as administrator (right click on executable file and select "Run as Admin"). Save your settings, exit Spiffy and run again as normal. The settings should save. At least this seems to be working for me at the moment.

I finally found some time to fix this bug, I tested it on XP and Win 7 (32-bit). Settings are now saved in the user profile (ApplicationData\Spiffy).
0.5.8 is released now.
